The end of internet censorship?

This article discusses a new system that a few researchers are developing and would like to put in place on ISPs that are against internet censorship. The system would act as a proxy and allow users to view websites that are normally blocked. What do you guys think of this new system? Do you believe that ISPs here in the states will buy off on a system that forces them to take a stance on internet censorship?

Very interesting concept, however, I'm sure someone will find out a way to block this eventually, and ISPs, etc. that want to force censorship will use those tools.

Still, I think it would be interesting to "watch" how it works.
